I'd imagine the best ending Bethesda could choose to have is House for story reasons, but NCR is the best personally, but they should leave it ominous. Anyone who sided with the NCR if House wins, he either kills them or makes them suffer for no real reason other than control. The Think Tanks from Big MT have an extremely high chance of competing House's space program (which is a major reason many people side with him) if The Courier has high Karma.
If Bethesda is to ever go back to the West Coast, they should just say that "The Legion lost, Caesar's dead, Lanius was talked down and now controls what little bit of land didn't revolt after Caesar died and the Legion broke apart as Caesar is the only thing they are built on as he is the "Son of Mars". The Courier still resides in New Vegas and the Great Khans have taken over most, if not all of Wyoming along side the Followers of the Apocalypse."
The next game could be Salt Lake City/Utah oriented as that might be the region that has the most information we haven't visited besides the new NCR and the Legion, which could be DLC?

House would be the best ending for Vegas itself, but the NCR is the best ending for the whole of the Mojave, despite its corruption and taxes. The Legion would rule with an iron fist, and collapse as soon as Caesar dies. In the Independent ending there wouldn't be much stability in the Mojave at all.
NCR: commits the exact same stupid mistakes that lead to the destruction of mankind through nuclear war.
Caesar'a Legion: Things will be tough, but it's unquestionable there will be law and order for once.
House: Caesar but with higher technology.
Independent: It could either become the next world power and a prosperous country or a clusterf*ck like none other.

The legion is probably the worst option for New Vegas, but I think it’s pretty obvious that without courier interference, they would come out on top.
Nah, the worst is the independent new Vegas. 100% anarchy especially without the help of FOTA and Securitrons

If the Courier has good Karma, which could help make them a less corrupt and more fair ruler, then I think that ending is a pretty good one.
